According to rules set by Queen Victoria, members of the royal family cannot celebrate Halloween in public.

The Prince and Princess of Wales (who are almost obsessed with giving their three children as normal a childhood as possible) still take their children trick-or-treating on Halloween (they did so last year), but while the royal family can participate in Halloween privately, they cannot publicly Halloween cannot be celebrated.

This is because Queen Victoria, who was on the throne from 1837 to 1901, set a strict code of conduct that the royal family should always "maintain complete elegance and refinement," the Daily Express reported. (Incidentally, Queen Victoria, like Queen Elizabeth, was herself a fan of Halloween.) This means that the royal family should have "complete self-respect and decency in front of the public," which includes not dressing up for Halloween, according to royal expert Christina Reeves.

In 1941, then-Princess Elizabeth dressed up for a performance of "Cinderella" at Windsor Castle, but she stopped dressing up after becoming queen in 1952, the outlet reported. Prince Harry and Meghan Markle also had a special Halloween in 2016. The new couple, who had been dating for about four months, celebrated Halloween with Harry's cousin Princess Eugenie and her then-boyfriend (now husband) Jack Brooksbank in Toronto, where Meghan was living at the time filming "Suits."

"He [Harry] came to see me in Toronto, and our friends and my cousin Eugenie and my now husband Jack," Megan said on "The Ellen Show." 'And the four of us dressed up in our Halloween costumes and snuck out to have a fun night on the town before the world found out we were a couple.

"So you and Harry went to a Halloween party together, and no one noticed you two?" Ellen DeGeneres asked Megan. 'It was post-apocalypse themed. So we all got to spend our last night together in very outlandish costumes."

The Welsh trio of Prince George, Princess Charlotte, and Prince Louis may be royalty, but they are also the grandchildren of Party Piece founder Carole Middleton. Last year, Middleton wrote on social media, "Halloween is the highlight of fall for me. We dress up, decorate pumpkins, and go trick-or-treating! This year I grew my own pumpkins and am looking forward to decorating them with my loved ones"

.

Those "loved ones" no doubt include her daughter Kate's three children, her daughter Pippa's three children, and now seven grandchildren, including her son James' firstborn son Inigo, who was just born a few weeks ago. According to the Daily Express, Kate's parents "live at Bucklebury Manor in Berkshire. This Grade II listed Georgian building boasts 18 acres of grounds with plenty of space for pumpkin picking.

Halloween preparations are definitely deeply underway with Kate and her mother. George, Charlotte, and Louis return to Lambrook School tomorrow as their half-term break is over and Halloween is the following Tuesday. No photos of their costumes have been released, but Kate has gone shopping for costumes for her children in the past and is anxious to see what the three of them will be dressed up as this year.
